I can't buy your $46.86 number. Well maybe I can since you appear to live in a small house with little if any grass in the woods. Before I use one kwh or one gallon of water I pay $5.50 a month in the base electric charge, $18.90 in the base water charge and $31.50 in the base irrigation meter charge. That is a total of $55.90 before there is even any usage.
